Regional Climate Resilience
Integrated Community Development
State, regional, and local efforts to mitigate and adapt to climate change are vital, now more than ever, in curbing the most devastating disruptions. When the Chicago Metropolitan Agency for Planning (CMAP) and Chicago Community Trust invited Foresight to design an expert engagement process to inform a regional climate resilience strategy, we earnestly accepted. Over the course of nine months, in close collaboration with our CMAP partners, we crafted and facilitated monthly meetings that sought to unpack, define, and describe how to integrate a climate resilience lens into regional planning efforts. Leaders from the American Red Cross, Chicago Department of Public Health, University of Illinois at Chicago, ComEd, and Illinois Department of Transportation, among others, contributed diverse perspectives and rich expertise. And, along the way, we all gained a more holistic understanding of our region’s vulnerabilities and opportunities for greater resilience. Today, the resulting Climate Resilience Strategy Paper is being used to inform the development of ON TO 2050, the region’s next long-range plan.
Chicago has been recognized as one of the nation’s most segregated cities, with stark racial and geographic concentrations of poverty and wealth. To address this persistent trend, a bold group of community development and finance practitioners came together to propose a transformative idea to the Strong, Prosperous, And Resilient Communities Challenge (SPARCC). After making it through round one of this national funding competition, they invited Foresight to facilitate a co-design process for developing and drafting the full proposal. Their vision imagines a new model for Chicago's community development process to ensure equity, health, and climate resilience outcomes for everyone. Over a compressed, two-month period, we helped the diverse cohort craft a plan that not only garnered broad buy-in and support, but also access to millions of dollars of investment potential. Today, L-Evated Chicago, a new partnership of organizations, is emerging to transform the half-mile radius around several transit stations into hubs of opportunity and connection.
