Building a Solar Energy Job Pipeline

Solar energy in Illinois is on the verge of a boom. In 2016, Illinois passed the most significant piece of climate and clean energy policy in the state's history: the Future Energy Jobs Act.  The Act is expected to drive a tenfold increase in statewide solar generation capacity over the next four years. In order to prepare the Illinois workforce for this solar boom, ComEd is funding a $3 million solar training pipeline program focused on communities with employment barriers. We are working with The Chicago Community Trust to develop a request for proposals for this program, support and connect applicants from diverse sectors, and manage the proposal review process, culminating in recommendations to ComEd. We are proud to be a part of this transformational effort that leverages our energy sector knowledge, research and communications expertise, and ability to manage complex processes.

Chicago has been recognized as one of the nation’s most segregated cities, with stark racial and geographic concentrations of poverty and wealth. To address this persistent trend, a bold group of sustainability, community development and finance practitioners came together to propose a transformative idea to the Strong, Prosperous, And Resilient Communities Challenge (SPARCC). After making it through round one of this national funding competition, they invited Foresight to facilitate a co-design process for developing and drafting the full proposal. With our systems change approach and tools, the group was able to better identify the most impactful leverage points, ensuring that the proposal would pursue the truly transformative change the competition sought. The resulting vision imagines a new model for Chicago's community development process to ensure equity, health, and climate resilience outcomes for everyone. Today, L-Evated Chicago, a new partnership of organizations, is emerging to transform the half-mile radius around several transit stations into hubs of opportunity, with access to millions of dollars of investment potential.
